Non-ANSI characters problem #21

What steps will reproduce the problem?

1. Non-ANSI character problem

What is the expected output? What do you see instead?

I use Chinese characters in customizeyourweb to modify a
Text html element, it works fine. but when I restart firefox, I get error
dialog box, the box shows 'scripts undefined', and my script don't load. 
I check the firefox profile directory, the script xml is created, but
customizeyourweb don't load it.
I replace Chinese characters to ANSI characters，it works fine.
Does customizeyourweb compatible Non-ANSI characters？

What version of the product are you using? On what operating system?
0.3, 0.41, 0.412

In line 37, there are some Chinese characters.

I think, there are some errors on decoding and encoding Non-ANSI characters 
when CYW
reads and writes XML file.
