Wish: Toogle "exclusive use of numpad" with numlock key #35

Exclusive use of numpad can be usefull sometimes, but so is using the
numpad for entering numbers.

There should be an option to enable the "exclusive use of numpad" only when
the numlock key is off (numkeys are rarely used for navigation anyway), and
use the default behavior when it is on.

More clearly, I want the opposite of the current behavior - now you can use the
numpad for navigation/MB, but I'd like to use it for entering numbers/MB 
depending on
the state of numlock.

Unfortunatly this is technically impossible, because when the numkey is of the 
keys
on the numpad are no longer distinguishable from the cursor, page up/down keys 
ect.
