Make docs #14

As we have completed many basic utilities , now we want to work on our docs also,

1)Learn basic of NextGenCSS 2)make docs in react and NextGenCSS (library uses itself*) 3)make all the docs in the .\website folder 4)you can only start and setup the basic requirements for now
