Addition: National Research Council (University Attaches)

Original JSON missing was National Research Council Attache Ranges, which are traditionally IP ranges operated by Canadian Universities. In this case, I've added the Industrial Research Assistance Program range (at the University of British Columbia) and the NRC Institute for Information Technology (at the University of Toronto).

These ranges are used by Government of Canada employees (specifically admin and research staff located at those locations), in addition to university-affiliated researchers (within NRC buildings).

@ridgewell thanks for this! Looking at the links you provided, I'm not seeing anything that ties the ranges to UBC or UofT which are listed in the PR. Can you point out where that information is? If I'm completely missing it, my apologies.
