use the system settings when determining date format

What steps will reproduce the problem?

1. Time stamp in chat

What is the expected output? What do you see instead? It's always using a 24 hour clock. It should use the system settings when determining date format.

What version of the product are you using? On what operating system? 9.11 on Leopard

Please provide any additional information below.
