Update PDCALC to run on BibJSON #154

PDCALC from Public Domain Works project was originally built against bibliographica. It should be altered to run against BibJSON so that it can be demonstrated with a BibServer.

Once record edit is completed, it will then be possible to send a query for public domainness and update the record with the information.
