admin / curate functionality #201

Request from some users to be able to have administrative control over the records other people publish - e.g some users can upload / create records, but they do not become visible until an "admin" user confirms they are acceptable

This could probably be managed by putting bibserver internal, then managing displays via wordpress or other system, and is not currently core to bibserver functionality. Marking as low priority for now, may change to wontfix or just resolve by example of embed in wordpress pages.
