Parse EU Budget XML data into useable form #4

@pudo did you ever parse the XML data you got from the EU via FoI into a useable form?

Specifically talking about XML in response to this request http://www.asktheeu.org/en/request/machine_readable_version_of_the

Also I note that http://community.openspending.org/research/eu/ says there is no structured data for multi-year frameworks. On http://ec.europa.eu/budget/figures/fin_fwk0713/fwk0713_en.cfm#cf07_13 there's a summary table but I guess that is all there is.

I think I saw MFF raw data somewhere - can't recall where atm - but this would be worth updating. As for the EU budget, check: https://github.com/pudo/dpkg-eu-budget - I think this works but it's not very high quality and didn't make perfect sense in comparison to the PDF aggregates.
