Data Issues - reporting issues with data #67

Summary: no good way to record and feed back on data "issues" (bad data). Reporting and notifying re issues with data would improve data quality.

Current status

Suggest do something really simple e.g.: https://github.com/datasets/issues

Idea: we don't need to built something let's just use an existing incredibly simple bug tracker and (ab)use it.

FIXED. With that post plus https://github.com/okfn/ckanext-issues i'm going to mark this as fixed for the present. (No doubt something more elaborate could be done but can re-open if we feel strong).
