v8.13.0 support #351

Google just released a newer version of https://github.com/google/libphonenumber/releases/tag/v8.13.0 do we plan on upgrading this library to that version? If so how can i help @ruimarinho

it is already v8.13.4.. we need to update because without it... it can't detect this number +6148XXXXXXX
