bring back citation.cff file #39

I cannot find the documentation on this at the moment, but I believe this is how zenodo gets the metadata on a repository

Zenodo still has not have Marc and Mahaut in the list of authors. I suspect it is due to the authors being indexed from the collaborators who made commits https://zenodo.org/records/13789871
