Help window flickering animation #12

To reproduce,

  1. Open the help window
  2. Move it
  3. Close it
  4. Open the help window again

There is an unexpected animation when it is opening.

Hi tester, as this is not a permanent modification to any parts of the UI, we do not think that it will pose any issues to the user. In comparison to one of the questions in PE readiness quiz, the lack of padding is permanent, thus justifying the acceptance of the bug:

In our case, as it does not cause any permanent changes, we think it is fine.

Reason for disagreement: In the PE readiness quiz question raised, there is no mention of permanence. This is just a cosmetic issue that does not affect usage. Permanence is not a factor taken into consideration.
