Hi tester! In fact, they can indeed use this to manage availability: look at the onduty command, that returns the staff who are available! In addition, the head nurse can change schedules and availabilities easily, which allows them to manage the availabilities.

Apart from the user story being fulfilled, it is actually noted on the course website that we do not have to fulfill every user story for v1.4 of the application:

Reason for disagreement: Referring to forum issue #506

Your app has fulfilled user stories of lower priority.

Users are able to add shift days for staff and track who is on duty with the onduty command.

This user story is fulfilled in part, with users being able to search for people by name.

Thus, I think that this will either be a feature flaw, or in this case, a documentation bug where the user stories have been given a wrong priority.
