Sorting a person by name may not allow you to locate a person.

Maybe the word should be find a person by name to locate them easily.

Sorting the list by name can indeed allow you to find a person easily. When sorted alphabetically, this will allow you to tell which part to scroll to, e.g. the 'P' part, and from there you can look through the people starting with 'P'. This is especially useful when you have multiple people you want to find, and want to save yourself the trouble of typing in every name separately, instead making it more convenient by being able to know where to scroll to to find the individual.

Reason for disagreement: I think the whole point of 'sort' implies organisation and its primary purpose (especially in apps) is to organise and definitely not to locate people.

The word find allows the user to locate a person easily. Thus, I don't think the 3 parts of the user story correspond to one another.

Additionally, there is no other user story in the DG that corresponds to this behaviour, despite it being in the app (i.e. there is a find function).

It should be find a person by name, to locate a person easily. Or Sort persons by name, to locate persons with similar names easily.
