No 'Back to top' navigation links in UG #12

This makes the table of contents less useful, since users, after jumping to a section in the UG, have to scroll back to the table of contents if they want to access another section of the guide.

This is not a DocumentationBug.

There is nothing "erroneous/incorrect" with not providing "Back To Top" navigation links for the reader.

Reason for disagreement: I disagree. Not having return links at all (not even for overarching sections) does indeed hinder reading of the UG, as readers are typically going to not read it in sequential fashion (They are likely to hop to features they are planning to use, and to the command/prefix summaries). Especially since your UG is not of negligible length, this can definitely cause some inconvenience to readers as they will have to scroll through the UG to find the section they want.
