Kirby hat animations are stored within the respective FitKirbyCHAR00.pac file and the actual action coding is stored within FitKirbyCHAR.pac. These hat files are different from normal character pac files, and cant be opened by psacompressor, instead requiring ItemEditor to open, so may be difficult to do.
I'm unsure where the defined subactions are for the hats since it is subaction specific whether SpecialN refers to inhale or the hats animation data
