Add initial implementation for the room states in /sync

[mujx]

A simple (not optimal) implementation just to have something to improve upon and also to complete the spec and the test suite.

Also some refactoring and small fixes:

• Remove some unnecessary order-by RoomId diesel filters.
• Handle all the timeline events.
• Add missing docs.
