M-x nav-tags in a buffer does not make a new window for Nav #61

What steps will reproduce the problem?
1. Open emacs
2. Find a file
3. M-x nav-tags

What is the expected output? What do you see instead?
A narrow window should open on the left containing the tags listing. Instead, 
the tags listing appears in the existing window.
