nav-shell doesn't work on MS Windows

What steps will reproduce the problem?
1. hit s in nav mode

What is the expected output? What do you see instead?

c:\windows\> cd 'c:/src'
The system cannot find the path specified.

The windows command interpreter does not support single quotes.

What version of the product are you using? On what operating system?

Latest. MS Windows XP SP3

Please provide any additional information below.
