C-x C-f opens a file in the Nav window #89

What steps will reproduce the problem?
1. M-x nav
2. C-x C-f foo

What is the expected output? What do you see instead?
I expected it to open foo in the window to the right of Nav. Instead it opened 
foo in the window that contained Nav.
