C-xC-f and C-xC-b don't always open the file or buffer in the window to the right of nav #96

What steps will reproduce the problem?
1. Start emacs
2. C-x 2
3. M-x nav
4. C-x C-f Somefile

What is the expected output? What do you see instead?
Somefile should open in the window to the right of nav.
Instead it opens in the window below.

This also happens with C-x C-b.
