[EPIC] Human on the Loop (HOTL) #16243

Description

The epic has to do with involving human oversight in a Workflow execution. Speicifally, allowing users to inspect, control, and modify workflows in real-time. Key features include the ability to cancel runs, edit outputs of the most recent steps, and "time jump" to modify previous steps. It also introduces user stories that highlight the need for user control over step completion, editing outputs, canceling workflows, and undoing steps.

Cool @zzhsaga. Thanks for your willingness and enthusiasm to help out! I got to handle a core thing on this first, but after that there probably are some things you can help to pick up. Will be in touch once I get more clarity on those items.
