simplify specification of DATABASE_URL for make run_docker by adding .env.docker

Found out I was able to override DATABASE_URL if it was already set within .env by adding another .env.docker that the backend container loads now in addition to .env. This lets us remove the annoying check within make run_docker that errors if you had DATABASE_URL defined in .env already.
