Support additional apply and merge checks for bitbucket #4595

Currently atlantis marks a PR to be approved or mergeable if at least one user that is not the author of the pull request has approved the PR. Please consider adding support for checks like a plan can be applied only if it is approved by a default reviewer.

At the moment anyone in the org can approve the PR and trigger an apply

Bitbucket does support api checks for default reviewers
