changing secretBackend in config file doesn't take effect #42

Hi ,

we have kv/rundeck/* changed secretBackend to something like 'kv' it won't work .

tried secert/rundeck/* looks good .

seems like changing this is not helping rundeck.storage.provider.1.config.secretBackend=kv

can you please help take a look ?
