I wasn't able to test the GitHub Action locally as I'd hoped. It seems getting the Actions working locally with a Windows runner (and probably MacOS too) is pretty much just unsupported.

Instead, I ran through the Windows-specific commands on an x64 Windows machine, and switched to WSL to run the *nix-specific commands on Ubuntu. The only issue I ran into was a hyphen I missed in the Packr config. So I'm pretty confident this will run without issues on GHA once I can put in the new Packr release.
