[Chat Filter] "Repeat Filter" option does not count instances of the same message sent with different accent marks, even if "Strip Accents" is enabled #16621

Bug description

This bug report pertains to the Chat Filter plugin.

I have Strip accents enabled and the Repeat filter threshold set to 1. Both of these features work independently, but they do not work together. See my attached screenshot for an example of how a gambling bot uses accent marks to get around the Repeat filter setting despite having my Strip accents setting enabled.

I was conflicted on whether this should count as a bug report or feature request, but I decided to mark it as a bug report because I believe this is an oversight; I doubt this is intended behavior.
