Update the workflows to use the latest action version, and separate the Gradle setup step from Gradle execution.

Sorry @runningcode, this PR was intended to only include the first commit! I submitted the PR, then pushed a couple more commits to my fork. So the dependency-submission workflow is a bit experimental, and wasn't intended to be included.

I'll update the PR to only include the intended commits. A second PR with dependency-submission will be forthcoming.
