Update README with project background and status #9

Perhaps after this weekend's little hacking sesh we could update the README with a little bit of info from the main Crop Plan Auditing design doc, which I didn't include in this repo b/c it covers the "dynamic yield coefficients" and other details out of scope of the early warning system per se.

It would also be nice to give a little more sense right at the top of where this project stands as an early pilot for Runrig and what to expect as we develop a first MVP and subsequent alpha/beta versions.
