A user should be able to go to the homepage and create a new meeting, including setting up settings from the list below:

Meeting Name
Admin name
Meeting length (time) (default: 30 minutes)
Time per topic (default: 4 minutes)
Time per topic after vote (default: 2 minutes)
Votes per person (default: 3)
