Addresses: https://github.com/runtimeverification/kontrol/issues/122

refactoring no_cell_rewrite_to_dots to avoid using bottom_up as described in https://github.com/runtimeverification/kontrol/issues/122#issuecomment-1783326013.
moving no_cell_rewrite_to_dots and replace_rewrite_with_imples to kast/manip.py.
adding unit tests for no_cell_rewrite_to_dots.
