xoshiro quality issues #4

xororoshiro128+ v1.0 with (a=24, b=16, b=37) fail many dieharder tests, but the older 2016 version with (a=55, b=14, c=36) pass all. contrary to the BigCrush results!

it's not the seeding, it are the wrong params which are causing the quality issues.

Nope, I had the wrong rotl, rotating only by 32, not 64 bits.
