When loading a solved puzzle, controls are half enabled/half disabled

When a puzzle is complete, the cell numbers appear black, the buttons are 
hidden, etc. (see CompletedPuzzle screenshot)

However, if you save a game after you have completed it, then load it again, it 
appears in a strange mixed state (see AfterSaveAndLoad screenshot), where it 
looks like you can modify the numbers, but you can't.

If you then rotate the screen, it goes back to the Completed Puzzle view.

I would expect it to load in a "Completed" state, like when the puzzle has just 
been solved.

Tested Revision 169: Controls are now disabled correctly. I noticed a slightly 
different problem during tested, for which I've raised a new Issue 110
