unable to download english dictionary

Is the issue specific to a particular dictionary?  If so, which one? (For
example: DE-EN or German-English).
English dictionary

What steps will reproduce the problem?
1.start downloading English dictionary over 2g network
2.it will stop after downloading a couple of mbs and say that the open failed
3.

What is the expected output? What do you see instead?
It should download the whole dictionary given enough time.

What version of the product are you using? On what operating system?
V 4.0.1 on android 4.2.2

Please provide any additional information below.
However I downloaded the file using chrome but there is no way to install that 
dictionary directly.

I have the same problem on my Galaxy S4 with Android v4.3 .
The dictionary download crashes halfway with the same error shawn above..
Is there any solution for the downloading problem ???
