It's working for me :-/
Can you check:
* If you have space on your sdcard?
* That /sdcard/quickDic/ is a valid path on your device? If not, try changing
it in the QuickDic preferences.
If all else fails, you can download from here, unzip, and copy to the
/sdcard/quickDic/ folder:

I realize what the problem is. Downloading does not continue if the screen
turns off, or if you navigate to another program e.g. go to the home screen
(i.e. quickdic basically does not continue downloading unless it is the program
in the foreground and screen on). If I disable the screen from turning off, and
leave the quickdic program in the foreground, the download continues to
successful completion. (I did this via enable "stay awake while charging" under
Developer Options and kept phone on charger).
In the previous version, I had no problem downloading dictionaries, and the
phone had the same screen timeout settings. The only change on my end was that
the phone was updated from Ice Cream Sandwich to Jelly Bean.

Found the same problem:
When downloading a dictionarry, if the page "download in progress" stops being
in the foreground for a second, the download fails.
This forces the user to keep touching the screen to avoid it turning off, and
does not allow him/her to do anything else with the device while the download
progresses.
This is particularly annoying for large dictionaries (70+ MBs) on a slow-ish
internet connection.

Yep, sorry about this. Someday soon I'll remove support for Android 1.6,
upgrade to 2.3, and start using the built-in DownloadManager, which takes care
of this. I was trying to hang onto 1.6 as long as I could.....

Well Minister project member you could just have the app keep the phone
"awake", making the app do things like slide a ball back forth and say its the
User...if that's possible (If you can, I wonder what Hackers would do...maybe
not)
It may easier for you to upgrade to 2.3, but not everyone.

I completely reworked how dictionaries are downloaded in the next version, to
be released tomorrow.
