These LED's are connected to the low side of the circuit, instead of the high side of the circuit. This causes the bright vs dim to be inverted from expectations. The circuit should be changed to the high side to better match intuitive tendencies.

Changed the LED's to be bright when the device is being driven. Resolved in R0.2.1
