Firing Mechanics in NERO Mod #16

One of the functions necessary for the NERO mod to reach a usable level is the 
implementation of firing mechanics. This needs to be implemented in the nero 
branch, and then balanced needs to be experimented with to ensure that the 
agents can learn to fire properly.

There is a currently implemented solution that needs some more testing before 
being accepted as the current implementation to put into trunk. It was getting 
good behavior before, but certain changes with collision detection may have 
thrown it off.
