Auto-discovery #30

Add auto-discovery for networking the container and laptop. Open browser to http://<DUCKIEBOT>:9000/portainer and tell the Duckiebot the IP address of laptop for setting up ROS interactions. Ultimately, the only requirements should be the (1) laptop (2) sd-card and (3) Duckiebot. Failover from the router to local Wi-Fi should be possible following configuration DB17-w.

Effectively implemented through the installer, although it requires some user interaction. We detect the host WiFi configuration and give instructions for joining a WiFi router or Duckiebot AP. Closing.
