Update ffmpeg-the-third to version 2 #305

There's a slight change in the ffmpeg-the-third API, but it's mostly the same. Should be fine to bump av-metrics-decoders to 0.3.2 and not necessarily 0.4.0.

Prerequisite for #298.

I think we'll have to eat the CI failures for now. It builds fine locally and this will need a bit of untangling to fix.
