Release tracking PR: `v0.101.1+0.21-final` #78

Add a changelog entry, bump the version, and update the lock files. There are no patches other than vendoring new Core vension since the 0.101.0+0.21.2 release.

Note, we forgot to include a date when releasing the last two releases, grab the dates from crates.io and add them.

The tags had some mistakes in the version number,s I've fixed them up and pushed. You'll need to pull them down again @apoelstra if you want to use the new ones. (I confirmed we didn't botch the released version numbers :)

Done, after learning a few things about git tags :) Now includes a message, I used a slightly more verbose format than just the plain rust-bitcoinconsensus XYZ that was used before.
