Updating CI #88

This PR modernizes the CI workflows to remove deprecated versions and unifies them under a common workflow file. It also addresses some clippy lints and fixes the CHANGELOG.

GHA ship rustup so the action isn't strictly required, but I'm not blocking this just for that.
