Publish crate to crates.io #16

Can we hold off till everything settles?

I think I can make cargo-fuzz not need the manual clone.

At the very least, blocked on https://github.com/rust-fuzz/libfuzzer-sys/issues/18

I'm pretty sure we're publishing this crate to crates.io, so closing this out.
