Relax lints further #1480

Follow-up to #1478 Relaxed lints:

no-trailing-spaces
no-multiple-blanks
no-hard-tabs
blanks-around-lists
hr-style
strong-style
emphasis-style
no-trailing-punctuation
blanks-around-headings

I decided on these based on my memory of what used to fail often and only disabled the lints that have no danger of interfering with the Zola generation.
