switch to e-h@v1.0.1-alpha.3 w/ transactional SPI
swich to driver-pal for abstract platform support for util
update type bounds to be consistent with rust-iot/rust-radio-sx128x

cc. @pdgilbert, you probably don't want to switch to this until you have a working v1.0.0-alpha.X available for your chosen platforms but, here's the first set of big changes
