feat: `rust-toolchain.toml` file and dependencies update #26

Adds a rust-toolchain.toml file in order to share the same Rust channel, target and components to use. Also updates dependencies on NodeJS and Rust.

Dependencies such as yew and yew-router are not yet updated because these involve more changes.
