Make it possible to run the crater server without a github bot #586

This pr makes the following changes:

make BotTokens in Tokens optional
move the github specific data in Data to a new struct GithubData
add an additional github_data parameter to functions that interact with the github api

if no BotTokens are supplied:

the github webhooks will reject with not_found
the server will not send message to github issues
