initial oss-fuzz integration. #267

Hi all,

I was wondering if you would be interested in getting flate2-rs into oss-fuzz? I integrated an initial roundtrip fuzzer and also did the oss-fuzz part of the work here: https://github.com/google/oss-fuzz/pull/5599
