Figure out what to do with current core RFCs #22

There are several open RFCs assigned to core at https://github.com/rust-lang/rfcs/pulls?q=is%3Aopen+is%3Apr+label%3AT-core. We should decide if we want to take ownership of them, or close them.

No council members indicated an objection to this process. Since RFC 3392 defines the Council as the successor to Core, I think it is a reasonable interpretation that the Council takes on whatever ownership and responsibilities the Core team had. The RFCs have been reassigned, and I'm going to work with the authors to see if the RFCs can be moved along.
