Add Retrospective on 2023 Project Director Elections #63

This was originally drafted in HackMD but I'd like to move it into the council repo for posterity.

It'd be good to do a few more rounds of revision on this (and add a conclusion section, etc.), but that's probably easier to hash out in the PR rather than HackMD.

@rust-lang/leadership-council - I think we can go ahead and merge this. If someone agrees, would you mind giving me a review?

I don't think we need a full consent vote on this because it can be thought of as a report of the PD Elections Process Subcommittee and it doesn't establish any new policy. In other words, it's informative rather than normative. But, if anyone disagrees I'm happy to do a full consent process on it.
