Add a guide for new Council Representatives. #75

This adds a guide to help orient new Council Representatives.

Closes #26 Closes #28 (I don't feel inclined to automate any of this, thus the checklist at the bottom should suffice for now.)

@rust-lang/leadership-council Checking if everyone agrees with this. This is just a guide for new members to get started. It also includes a checklist at the bottom for the things that need to happen when changing representatives.
